TOURNAMENT RULES 2007
M embers are eligible for tournaments if dues are paid and a “Waiver of Liability” is signed and on file with the club secretary and for anglers, a “Boat Owner's Agreement to Maintain Insurance” is on file with the club secretary. Arkansas Game and Fish regulations apply. Fishing will be with rod and reel and fish must be caught from a boat. Only one fishing line per angler is allowed in the water at a time. The normal time period for each tournament will be 5 hours. If there is lightning or thunder at the launch site prior to the start of a tournament it will be delayed for up to one hour. If there is still lightning or thunder in the area at the end of the one-hour hold the tournament will be postponed. Once the tournament starts it will end after the five-hour time limit. In the event of lightning during the tournament, fishing should not continue and it is the contestant's responsibility to seek safety. The Tournament Committee (consisting of the TD, President and Vice President) will determine tournament dates, lakes, weigh-in sites, starting and finishing time. Tournaments are for members only. Any boat containing a non-member will not be considered in the tournament unless the non-member has previously signed a “Waiver of Liability” and the non-member may not fish. The TD will have “Waiver of Liability” forms available at the launch site. The TD should be informed about late arrivals or early finishers. Protests must be submitted to the tournament committee within 24 hours after the end of any tournament.
SAFETY
Each person is individually responsible for his/her own safety and making all decisions appropriate to insuring such safety. Participants must abide by all State of Arkansas Boating & Fishing Laws. The Co-Angler (non-boater) is responsible for furnishing his/her own personal flotation device (PFD). Each Angler (boater) should furnish the Tournament Director (TD) a description of his/her boat. Boaters and non-boaters must wear PFDs when the boat’s big motor is in operation.
TOURNAMENT WEIGH-IN
Only fresh caught largemouth, smallmouth and spotted bass are allowed. A maximum of five bass per contestant will be recorded and they must measure a minimum of 11 inches each. Rounding up from less than the minimum to meet the minimum is not acceptable. Measurements will be in whole inch and ¼-inch increments, rounding up to the next ¼-inch if measurement falls in between ¼-inch increment. The boater is responsible for providing a measuring rule that measures in ¼-inch increments. Contestants will record their catch by completing a scorecard provided by the TD. Both contestants must measure fish jointly and agree on the length of each fish. All bass will be measured with mouth closed and tail pinched. Contestants are responsible for their catch being correctly recorded and shall turn in the completed scorecard with measurements to the TD. The TD will use a conversion chart to assign a weight to all qualifying bass.
PENALTIES
Contestants arriving at the ramp area more than 5 minutes after the tournaments closing time will not be able to submit their scorecard and earn points or win prize money for that tournament. An angler whose fish have to be measured at the ramp or by another contestant on the lake due to fishing with no co-angler will receive a penalty of 4 oz. for each dead fish.
PAIRING OF PARTNERS
There will be two categories at each tournament and the TD will pair contestants by having anglers [boaters] and co-anglers [non-boaters] complete a sign-up sheet at each monthly meeting. A co-angler not drawn that has already missed a tournament during the year because of not being drawn will replace the last co-angler drawn that has not missed a tournament because of not being drawn. The intent is that no co-angler miss 2 tournaments because of not being drawn until all participating co-anglers have missed a tournament because of not being drawn. The contestants will be matched by a drawing held at each monthly meeting. Contestants' signing up late will be paired in the order in which they contacted the TD. A contestant can compete as a single if there is a cancellation or a no show or a co-angler partner cannot be found. Another contestant must verify the size of fish caught by a single contestant and both contestants must sign the single contestant’s scorecard. Contestants canceling should inform the TD and his/her partner of the cancellation the day before the tournament.
TOURNAMENT POINTS
Points are earned in each category and at each tournament as outlined in the Tournament Point System. Once a contestant fishes a tournament in the angler category any points earned in the balance of the year will apply to the angler category. A contestant in the co-angler category who converts to the angler category after June 30th will not carry the previously earned points toward year-end awards. Angler category contestant’s weight will be compared, for points determination, to all others in the angler category regardless of where he fishes in the boat, front seat or back seat.
TOURNAMENT MONEY PRIZES
There will be two money pools for each tournament, angler and co-angler. Each contestant must designate which category they will fish in at each tournament sign-up and they will be eligible for the cash prizes in that category for that tournament. If you fish from your boat, you will be in the angler category for that tournament. Tournament Prizes for Place and Big Bass will be awarded for each category. First Place $10.00 Second Place $8.00 Third Place $6.00 Big Bass $5.00 Boat Prize $5.00 (boater & non-boater must each weigh-in a fish) In the event of ties, the prize money for the next subsequent place(s) shall be added to the original amount and the sum divided by the number of persons so tied. Prize amounts will be rounded up to the next whole dollar.
END OF YEAR AWARDS
Plaques will be awarded at the end of the year to the top three point places plus big bass in each category. The point places will be determined by the highest total points for each contestant from no more than 15 tournaments. The contestant with the highest weight total for the year will be awarded “Fisherman of the Year” honors.
SPECIAL NOTE
It is customary for the non-boater to share expenses and offer the boater approximately $15.00 on tournaments held inside the Village and $20.00 when traveling to lakes outside the Village. This is to help defray the cost of providing a boat for that tournament.
